Shook, Womack, and Jones, extend the healthcare discussion to government. Budget cuts in the U.S. and Europe are forcing changes. “I thought government would never get this,” said Jones. But the cutting “has begun to force some quite different thinking about how to manage the deployment of services.”

“Lean follows trouble,” noted Womack. “Nobody ever called us when times were good.”
